International Adoption Agencies and where
to start
International Adoption Agencies
should be State / Federal or Governmental -licensed
organizations that concentrate in the first instance or to a
greater degree on managing International Adoptions. Some
International Adoption Agencies
confine all their
efforts to one country, but there are a greater number that
place children from a selection of countries.
At present or certainly at the moment of
this document, children from the former Soviet Union and
from China account for in excess of two-thirds of the
placements by U.S. international adoption agencies. However,
it is important to note that the world of international
adoption is constantly changing and there are few with any
degree of experience in Adoption who are willing to predict
from which Countries most children will come from in the
future.
In a great many cases the various
International Adoption Agencies are managed by experienced
social workers or at least individuals who hire experienced
social workers, while others are small domestic operations
run by people with very little child welfare experience, a
limited track record of placements and more interest in the
fee structure.
Individuals thinking about adopting
should find out, at the least, when the agency received its
license, how many children it has placed, and whether or not
they or any of their staff have visited the country from
where they receive the children they place. The riskiest
agencies to deal with for adoptive parents are those that
only recently became licensed, have no or little experience
in adoption other than adopting a child on a personal basis
(if that), and those that do not assess or directly
supervise the assessment of the children placed from the
other country.
